Why this one costs money
Rebuilding an editable document from a page layout needs a commercial conversion engine, which bills per document.
Every tool on this site that runs in your browser is free, because it costs nothing to provide however much you use it. A subscription only makes sense for work that carries a real bill per document. That is the whole rule.

Why this is not free
A PDF describes where to paint glyphs on a page. A Word document describes paragraphs, styles, tables and flow. Going from the first to the second means inferring structure that was thrown away when the PDF was made — which paragraph a line belongs to, which lines form a table, where a column ends.
Doing that well is a specialist product. Open-source routes produce documents that are technically .docx but not usefully editable, and the engines that do it properly charge per document. That is a real cost per file, which is exactly what a subscription is for — unlike the browser-based tools here, which cost nothing to run however much they are used.
